Counterterrorism Efforts
The United states and Colombia have been combating FARC’s narco terrorism since the organization's creation, however as FARC’s numbers grew to about 18,000 along with the increase in cocaine production and armed conflict in the Colombian jungle by the mid 1990s a plan must have been put in place to put an end to it. Colombian President Andres Pastrana had even negotiated with FARC leaders and granted them a de-militarized zone in the heart of the Colombian jungle thus boosting cocaine production and their armed struggle. In 2002 Plan Colombia was born and its essential goal was to put an end to the armed conflict and the Cocaine production. Congress eventually granted the U.S military an expanded role by allowing the use of CIA intelligence gathering to locate FARC camps and the use of American made Enhanced Paveway II MK 82 smart bombs. These measures proved greatly effective killing several FARC Leaders such as their head of drug trade Tomas Medina Caracas, Gustavo Rueda Diaz commander of the 37th Front and Senior FARC leader Raul Reyes (seen as biggest blow to the organization). All in all the Unites States spent 1 billion dollars on plan Colombia.
